What you see are probably the sebaceous (sweat) glands. These glands (about 1-2 mm) secrete oil, which flows up the hair follicle to keep the hair and skin lubricated. It’s very common that these glands are well visible. Many guys and girls notice them when they start puberty. With men they are most often seen on the penile shaft, particularly on the underside. They are a normal part of the skin’s anatomy, so no treatment is required.
